You can ask for a refund in this cases listed below:
1- If you domain wasn’t activated
2- If you hosting wasn’t activated
Should incase your issue falls under the above condtions, you can seek for refund via submitting a ticket under the billing section
If you domain was registered but doesn’t meet necessary requirement needing to deactivation of the domain name, no refund
It should be noted that the refund will be paid to you account and can be used to purchase any other product.
